IRS Low Income Tax Clinics (LITCs)

Free tax help is available for many taxpayers. Low Income Taxpayer Clinics (LITCs) are community-based tax law assistance sites. They are independent organizations funded by the IRS to provide free tax preparation and other basic services to people who have low incomes and limited English skills, who generally make too much money to qualify for IRS Free File.

How Low Income Tax Clinics Help

If you’ve tried to file your tax return and have gotten nowhere, or if you have a tax problem with the IRS and can’t afford an attorney, free tax help may be available to you. The Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs are designed to help people who have low to moderate income, persons with disabilities, limited English proficient taxpayers and those of retirement age. In addition, some clinics may provide specialty services.

LITCs (Low Income Taxpayer Clinics) are not affiliated with the Internal Revenue Service. They are sponsored by nonprofit organizations, bar associations, tax societies, and other community organizations. LITCs can be very helpful for low-income taxpayers because most charge low fees and some do not charge any fees.
LITCs may be able to help with some tax issues, including:
• Audit assistance.
• Income tax return preparation assistance.
• Tax collection dispute assistance.

Who Can Access the LITCs

Low Income Taxpayer Clinics (LITCs) are a free tax help program sponsored by the IRS. Most LITCs represent people whose income is below a certain level and whose income is below a certain level and whose disputed taxes, if any, total less than $50,000. The LITC generally cannot help taxpayers whose only problem is that they owe federal taxes because most clinics cannot provide the taxpayer with payment plans or offer installment agreements or other alternatives to paying their tax debts.

To find the free or low-cost service in your area, visit the Low Income Taxpayer Clinic Locator on IRS.gov or call 1-800-906-9887.
You can qualify for help from a Low Income Taxpayer Clinic if you meet both of these tests:

  1. Your income is below a set amount based on your family size:
  2. You have a significant hardship, such as a financial hardship, a health hardship, or a hardship involving travel.
